It is with great honor that the United Republic of Tanzania assumes the Presidency of the African Ministers Council on Water (AMCOW) for the period July 2016 – June 2018. As Tanzania’s Hon. Minister for Water and Irrigation, I am singularly honored to assume this role. You will bear with me if I do so with nervousness in view of the great responsibility considering the excellent manner in which my predecessors have accomplished this role. I am however, ready and very willing to serve to the best of my ability and therefore with a great sense of responsibility and pride do accept this very important task for our continent.

I also take this opportunity to congratulate and thank Hon. Amadou Mansour Faye, Minister for Hydraulic and Sanitation, Senegal, the immediate past AMCOW President for the commitment and exemplary leadership he has offered over the past two years.

Our responsibility as Council of Ministers is to provide the required policy guidance that leads into action and implementation of activities relevant to eradicate poverty and improve the quality of lives of our people in the continent. It is therefore, against this background that I accept this baton, mindful of the commitment made to the systematic and structured implementation of Africa’s water resources agenda. 

The 6th Africa Water Week provided us a veritable opportunity to exchange ideas, discover novel opportunities, reacquaint with colleagues, meet new friends, and broaden our knowledge. The theme: “Achieving the SDGs on water security and sanitation” was critically important for the continent and for we leaders to renew commitments for the Water Sector to meet the target of universal access to water and sanitation, while the 7th Africa Water Week scheduled to hold in Libreville, promises to provide much more opportunities. We believe that effective and efficient management of water resources is key to unlocking Africa’s socio-economic growth and development. That is why the outcome document, “The Dar es Salaam Roadmap for Achieving the N’gor Commitments on Water Security and Sanitation in Africa” significantly outlines the building blocks work required to give the necessary push to Africa’s progress towards sustainable growth and development.

Specific issues that need prioritization include:

  • renewed efforts to achieve sustainable utilization and development of Africa Water resources addressing issues of investments in the area of water-food-energy-climate nexus to achieve water security and improved sanitation;
  • Welcoming other efforts to improve institutional financing like the Green Climate Fund and efforts in protecting water sources and conserving the environment;
  • Sustaining AMCOW institutional leadership of the sector in Africa.


Finally, allow me to take this opportunity to once again thank you colleagues for the work done to date, as well as AMCOW's Development Partners for their continued support to AMCOW and The AMCOW Secretariat for the excellent work to enable AMCOW fulfill its mandate.
